Money transfer


The transfers do not involve complicated procedures and do not require the existence of a foreign currency account. By submitting your identity card, you could benefit from this service. According to the “Regulation on foreign currency operation on the territory of the Republic of Moldova”, the transfer of money could be made in the following cases:

 a) Money transfer abroad aimed at covering family costs

The one-off transfer abroad aimed at covering family costs in amount that does not exceed 1000 euro (or its equivalent) in the favour of each individual (resident or non-resident) who is a parent, child, husband/wife, brother/sister, grandmother/grandfather, grandson/granddaughter is made without submitting any documents confirming the kinship (family) connection.  The one-off payment abroad aimed at covering family costs in amount that exceeds 1000 euro (or its equivalent), but does not exceed 10,000 euro (or its equivalent), is made upon submitting to the authorized bank the documents confirming the family connection (birth certificate, marriage certificate, etc). The one-off transfer abroad aimed at covering family costs in amount that exceeds 10,000 euro (or its equivalent) is made upon submitting to the authorized bank the documents confirming the family connection and the documents confirming the individual’s need for this payment/transfer to be made in his/her favour and indicating the payment/transfer amount.

 b) Money transfer with regard to establishing the permanent place of residence abroad

The transfer of money made abroad by the resident individual, who establishes his/her permanent place of residence abroad and holding this money based on the ownership right, is made in compliance with the provisions of the Instruction on transferring/taking out of the Republic of Moldova the money by certain categories of individuals (approved by the decision no. 184 as of 13.07.2006 of the Administration Board of the National Bank of Moldova).

 c) Money transfer with regard to temporary stay abroad

The resident individual could make a money transfer abroad on his/her name that is aimed at covering his/her current costs during the temporary stay abroad. The one-off transfer mentioned above in amount of up to 10,000 euro (or its equivalent) is made upon submitting to the authorized bank the documents confirming the temporary stay abroad (for example, confirmation from a foreign educational institution, medical institution or from the employer abroad, etc). The transfer that exceeds the amount of 10,000 euro (or its equivalent is made upon submitting to the authorized bank the documents confirming the temporary stay abroad and the documents confirming the individual’s need for this payment/transfer to be made and indicating the payment/transfer amount.

 d) Money transfer for the purpose of applying for a visa for studying abroad

The money transfer abroad on the name of the resident individual for the purpose of applying for a visa for making studies is made upon submitting to the authorized bank the document confirming that the respective individual is admitted to the educational institution and the document/note acknowledging the need for depositing money on his/her account held abroad for the purpose of obtaining a visa (for example, letter from the educational institution confirming the admittance to studies, document/note from the diplomatic mission of the foreign country specifying the requirement of depositing money on the account opened at a foreign bank, etc). The above-mentioned transfer is made within the limits of the amount indicated in the document/note specifying the requirement of depositing money on the account opened at a foreign bank.

 e) Other payments/transfers in favour of non-resident individuals

The resident individual is entitled, by complying with the legal provisions in force in the Republic of Moldova, to make payments/transfers in favour of non-resident persons upon submitting to the authorized bank the documents that confirm the need for these payments/transfers to be made and contain data about the amount of the payment/transfer. The amount of the payment/transfer can not exceed the amount indicated in the document mentioned above.

 The above-mentioned document shall be issued on the name of the individual – account holder/ the individual who makes the payment/transfer or on the name of individual’s parents, children, spouses, brothers, sisters, grandparents and grandchildren (resident and non-resident individuals). In order to make the payment/transfer based on the document that is not issued on the name of the individual-account holder/individual who makes the payment/transfer, the document confirming the family connection with the person in which favour the payment/transfer is made shall also be submitted to the authorized bank.
 
If not otherwise provided by the normative acts of the National Bank of Moldova, no confirmation documents are required for making a payment/one-off transfer in the favour of non-resident person in amount not exceeding 1000 euro (or its equivalent).
 
f) Other payments/ transfers abroad in favour of resident individuals

   No confirmation documents are required for making a one-off transfer in the form of donation in the favour of a resident individual who is abroad in amount not exceeding 1000 euro (or its equivalent). No confirmation documents are required, according to the legislation in force, for making a one-off transfer in the favour of a diplomatic mission, consular office and other official representative office of the Republic of Moldova located abroad, financed from the national public budget. The above-mentioned transfers exceeding the amount specified above and payments/transfers that are not specified under this section can be made abroad by resident individuals in the favour of other resident individuals upon submitting the authorizations of the National Bank of Moldova to the authorized bank.

    The payments/transfers are made by the authorized banks upon individual’s submission of the identity card, based on a written request signed thereby that specifies the purpose of the payment/transfer, data about the recipient of the payment/transfer (tile, name, etc) and states that the payment/transfer is not made as part of the entrepreneurial activity. The purpose of the payment/transfer should be clearly indicated (for example, payment for medical treatment, studies, for purchasing books, free-of-charge-assistance, family expenses, etc). If the payment/transfer is made based on a contract, invoice or another document, the number and the date of the relevant document should also be indicated.

   The documents confirming the family connection and identity cards are submitted in original plus copies. If the documents confirming the family connection are issued by duly authorized bodies of other countries and can not be submitted in original, it is admitted that these documents are submitted by fax. In this case, the client should make the following statement on the photocopy of the document received by fax: “I declare on my own responsibility that the document received by fax corresponds to the original.”. The submitted documents shall be returned to the client and the photocopies certified by responsible officer from the bank shall be kept at the authorized bank.
 
   Certificates/notices/authorizations of the National Bank of Moldova based on which the payments/transfers are made shall be submitted to the authorized bank in original. If the amount of money to be transferred is less than the amount indicated in the authorization of the National Bank of Moldova, the responsible officer from the authorized bank shall make a note on the authorization’s verso about the amount being transferred, date of the transfer, name of the bank and shall certify these notes by his/her signature and bank’s stamp. The original is returned to the client and the photocopy of the authorization certified by the responsible officer from the bank by making a note on its verso shall be kept by the authorized bank.
